My Lord,
I have the honour to inform Your Lordship that the proceedings which were stated in the last paragraph of Sir Matthew Nathan's Confidential Despatch of the 28th November, 1906, relating to the case of District Inspector Francis Ward, to be pending against District Inspector Spencer Kelly, have been taken, and that this officer was brought before the Executive Council on Monday the 17th instant, when the members present unanimously advised that he should be suspended from the exercise of the functions of his office with an alimentary allowance at the rate of $50 a month, and that he should be recommended to Your Lordship for dismissal from the public service.
I concur in this advice and now submit for Your Lordship's approval and confirmation the decision arrived at.
